Dallas officials will discuss an undisclosed major international sporting event Tuesday as the city works toward an agreement with an unnamed international sports organization and separately considers whether an economic-development incentive could be offered in connection with the initiative.
The Dallas City Council Committee on Finance is scheduled to meet at 1 p.m. September 22 at Dallas City Hall. Its posted agenda includes two items tied to what the city describes as a “future major international sporting event initiative.”
One item concerns a proposed agreement that would allow Dallas to participate in and support the event.
A separate item permits committee members to enter closed session to discuss “the offer of a financial or other incentive to a business prospect” connected with the sporting-event initiative that Dallas is seeking to bring to the city.
The city has not publicly identified the sporting event, international organization, proposed venue, or event date.
Council Vote Scheduled Wednesday
The proposal is scheduled to move quickly from Tuesday’s committee meeting to the full Dallas City Council.
Council members are scheduled to vote Wednesday, September 23, on whether to authorize City Manager Kimberly Bizor Tolbert to enter into an agreement with an international sports organization for Dallas’ participation in and support of a future major international sporting event.
The proposed agreement specifically contemplates city involvement in:

other municipal services as necessary
The council agenda lists the agreement as having “no cost consideration to the City.”
That language applies to the agreement scheduled for Wednesday’s vote.
Tuesday’s Finance Committee agenda contains a separate economic-development item allowing council members to discuss a possible financial or other incentive behind closed doors.
The possible incentive is a closed-session discussion, not a public action item for approval Tuesday. The agenda does not disclose a proposed dollar amount or indicate that an incentive will be authorized at the committee meeting.
Event’s Identity Remains Undisclosed
As of Monday, the public city records reviewed by The Dallas Express did not identify the international sports organization or the event Dallas is seeking.
The Wednesday Council item refers only to an “international sports organization.”
The Tuesday closed-session item describes the other party only as a “business prospect” associated with a future major international sporting event that Dallas is seeking to have locate in the city.
That leaves several major questions unanswered heading into the meetings, including the event’s identity, timing, venue and potential economic impact.
The public records also do not establish that Dallas has already secured the event.
Wednesday’s proposed action would authorize the city manager to enter into an agreement supporting the initiative. It should not be interpreted as confirmation that Dallas has already been selected as the host.
Dallas Has Recently Used Sports As An Economic Development Tool
The mystery initiative arrives shortly after North Texas’ prominent role in the 2026 FIFA World Cup.
Dallas helped support the tournament even though matches were played at AT&T Stadium in Arlington. The city worked with the North Texas FIFA World Cup Organizing Committee on planning and funding arrangements connected to the international event.
The Dallas Express reported in February 2025 that the City Council approved an agreement allowing the organizing committee to pursue state Event Trust Funds and coordinate World Cup preparations.
That earlier agreement provides a useful comparison to Tuesday’s mystery initiative because it also involved Dallas using formal city agreements to support a major international sporting event.
The current agenda does not, however, say the unidentified event is connected to FIFA or soccer.
The Dallas Express Has Followed Dallas’ Push For Major Sports Events
Dallas officials have openly used sports as part of the city’s economic-development strategy.
In May 2024, The Dallas Express reported that the City Council approved an agreement bringing a professional women’s soccer team to the Cotton Bowl.
The agreement included an annual subsidy of $296,000 for two years to Fair Park operator Oak View Group.
Mayor Eric Johnson said at the time that the decision demonstrated Dallas’ “commitment to sports as a form of economic development and as an engine for economic growth.”
That deal ultimately helped establish Dallas Trinity FC at the Cotton Bowl.
World Cup Showed Scale Of International Events
Major international sporting events can require extensive city involvement beyond the competition itself.
Dallas’ World Cup responsibilities included planning, tourism, transportation, facilities and public-safety coordination.
The city’s September 23 agenda uses similar language for the mystery event, specifically mentioning public safety, transportation, city facilities and other municipal services.
Dallas officials have previously expressed that large sports events can produce significant tourism and business activity.
Dallas Has Pursued Events Before Revealing Their Identity
The city has used similar limited-public-detail processes in previous sports recruitment efforts.
In May 2024, The Dallas Express reported that Dallas was considering an agreement for an unidentified professional sports team to play at the Cotton Bowl.
At the time, city documents did not initially identify the team.
The team was subsequently revealed as Dallas Trinity FC.
What Happens Tuesday
The Committee on Finance is scheduled to meet at 1 p.m. Tuesday in the Dallas City Hall Council Chambers.
As of Monday afternoon, the city’s meeting page listed the agenda status as Final.
The proposed international sporting-event agreement appears on the public agenda as an upcoming September 23 Council item.
The possible economic-development incentive is listed separately as a closed-session matter under the Texas Open Meetings Act.
The full City Council is scheduled to meet at 9 a.m. Wednesday, when the international sports agreement appears as Item 52 for individual consideration.
Until Dallas identifies the organization and event, however, the central question remains unanswered: what major international sporting event is the city trying to bring to Dallas next?
