Massachusetts nonprofit leader busted for crack cocaine has long criminal history

The local nonprofit leader who was busted by the feds for allegedly dealing crack cocaine has a long criminal history, including hiding 30 bags of drugs in his rectum and facing sex trafficking charges.

Javan Tooley, 36, of Dorchester and Brockton — who runs a legal firm that provides community re-entry support services, and helps with sealing CORI records — was recently indicted by a federal grand jury for distributing crack cocaine.

This isn’t the first time that Tooley has been accused of dealing crack cocaine. Back in 2010, he was convicted in Boston federal court and sentenced to five years in prison after he dealt cocaine base to an undercover Boston cop.

One of the arresting officers in that case recognized Tooley from a 2009 drug arrest — during which Tooley allegedly hid 16 bags of crack cocaine in his buttocks.

After his arrest in 2010, Boston police officers discovered that Tooley had stashed 30 bags of cocaine base in his rectum. Tooley initially refused to cooperate with a strip search and “repeatedly clenched his buttocks,” reads the affidavit from 2010.

Then about four hours later, Tooley told a Boston cop that he would give the officers the items he was holding “up my (expletive)” if the cop would give Tooley a phone number off Tooley’s cell phone.

The officers agreed and watched Tooley “remove a bag containing 30 smaller bags of suspected crack cocaine from his rear,” reads the 2010 affidavit.

He was later sentenced to five years in prison, followed by five years of supervised release. Following his release from federal prison, Tooley violated the terms of his release on five occasions. As a result, he was sentenced to serve about 22 more months.

Then in 2019, he was arrested again and charged in South Boston court with trafficking of a person for sexual servitude, and threat to commit a crime. Those charges were later dismissed, while the Suffolk DA’s Office argued against the judge’s order.

“Commonwealth objects and requests defendant be held, and case continued for defense counsel to locate CD which was part of discovery packet. The Court adopts affidavit and dismisses case,” reads the court record from 2019.

Then in 2021, Boston cops found Tooley with a gun. After the end of Tooley’s term of federal supervised release, Boston police officers responded to a call reporting that a person had been shot in Roxbury.

When officers arrived on the scene, they found Tooley lying face down, suffering from a gunshot wound. Officers found a Glock 42 .380 handgun next to Tooley.

A few days later, Tooley consented to a search of his black 2021 Acura RDX — which was the vehicle he parked near the scene of the shooting. During the search, detectives found one bag of suspected crack cocaine.
